ECP directs Sindh govt to hold LG elections in Karachi on January 15

The Election Commission has pronounced the reserved verdict on local government (LG) elections in seven divisions of Hyderabad and Karachi the which will be held on January 15. The verdict on the petitions against delay in the local bodies polls in Karachi was reserved by a five-member bench of ECP headed by Chief Election Commissioner Sikandar Sultan Raja on November 15. The Sindh government’s request to postpone the election for three months was rejected and the election body directed Sindh Police inspector general (G) and chief secretary to provide security during the exercise. In a notice issued on November 16, the ECP said that the announcement of order had been set for next week. The time for announcing it was set at 10am, but it has been extended to 3pm. In this regard, notices had been issued to the Sindh chief secretary, inspector general (IG) of Sindh Police and interior ministry secretary. Heads of all the political parties participating in the polls have also been issued a notice to attend. The ECP had taken up the case after the conduct of second phase of local government elections in the province were deferred on one pretext or another for at least three times. First, elections were deferred over concerns such as rains and urban flooding. Thereafter, it was deferred on account of flooding in several parts of the province where elections were to be held. It was deferred for a third time after the Sindh government cited security issues and an inability to secure the polls since police were deputed on various duties including in flood-hit areas and in Islamabad. Maintaining its inability to spare sufficient staff, the Sindh government said that it can hold elections, but it will be better that it is held in two stages in Karachi.

Shahzeb murder: Case result of egotism, not terrorism

The Supreme Court on Monday said that Shahrukh Jatoi was allowed to go free because the court cannot punish someone once they have been pardoned of the crime by the affected party. Moreover, the life imprisonment under the terrorism charge for murder Shahzeb Khan was also removed because evidence and circumstances did not support its application. This was contained in a detailed, written verdict issued by a three-member bench of the Supreme Court comprising Justice Ijazul Ahsan, Justice Munib Akhtar, Justice Sayyed Mazahar Ali Akbar Naqvi. The court had acquitted Shahrukh Jatoi in the terrorism case and arms case on October 18. It issued the written verdict over a month later on Monday, November 21. The 17-page verdict stated that the high court had already, when deciding to convert the death sentence to life imprisonment had done so after it found the pardon and compromise between the two parties to be genuine and not extracted under duress. On the matter whether it was a terrorism case, under which Shahrukh was sentenced to life in prison, the court noted that the evidence and circumstances did not attract the terrorism clause. “This court in the seven members’ bench judgment has settled the issue that not every case of grievous bodily injury or harm, damage to private property, doing anything that is likely to cause death or endangers a person’s life etc would amount to terrorism,” it said as it defined what constituted terrorism. This particular case, the court noted, was the outcome of personal egoistic approach and there was no design or purpose of destabilizing the government, disturbing the society or hurting a section of the society with a view to achieve objectives which are essentially political, ideological or religious, therefore, provisions of the Anti-Terrorism Act were not applicable in the present case. “It becomes crystal clear that there was no element of terrorism in the present case. Possession of fire arm Court ruled that if the crime empty (empty bullet casing) is sent to the Forensic Science Laboratory after the arrest of the accused or together with the crime weapon, the positive report of the said Laboratory looses its evidentiary value. “It smacks of foul play on the part of the Investigating Officer simply for the reason that till recovery of weapon, he kept the empties with him for no justifiable reason. In this view of the matter, we set aside the conviction of the appellant Shahrukh Jatoi under Section 13(e) of the Arms Ordinance. Read the full verdict below

Pakistan rejects India’s propaganda, irresponsible remarks on terror financing

Islamabad on Monday rejected insinuations made by New Delhi about Pakistan on fomenting terrorism and that a cost should be imposed upon countries that ‘support terrorism’. In a statement issued by the Ministry of Foreign Affairs (MoFA) Spokesperson Mumtaz Zahra Baloch on Monday, it stated that the ministerial meeting held in New Delhi over the weekend, which was ultimately addressed by Indian Prime Minister Narendra Modi. Modi had stated that state support is one of the major sources of political, ideological and financial support to terrorism in a veiled reference to Pakistan. Certain countries support terrorists as part of their foreign policy and asked international organizations to be vigilant about proxy wars. “There must be a cost imposed upon countries that support terrorism.” In a statement, Pakistan stated that India was guided by its incorrigible and incurable desire to malign Pakistan at every available forum. “India continues to mislead the world about Pakistan’s counterterrorism credentials by repeatedly leveling false accusations of Pakistan’s alleged involvement in the financing of proscribed terrorist organizations,” the statement read. Pointing to Pakistan’s successful counterterrorism measures, the spokesperson said that it was acknowledged by the premier international body on counterterrorism, anti-money laundering and terror financing, the Financial Action Task Force (FATF). “Our robust and credible Anti-money laundering (AML) and Countering Financing of Terrorism (CFT) actions, and satisfactory implementation of FATF Action Plans duly secured Pakistan’s successful removal off the Grey List this October,” it said. Baloch said that India has been continuing its relentless terror campaign in the Indian Illegally Occupied Jammu and Kashmir (IIOJK). “There is no justification for India’s state-sponsored terrorism in IIOJK, where its security forces terrorize, torment and torture innocent Kashmiris with impunity every day,” she added. “Most deplorably, India has been harboring and protecting terrorists for decades.” Islamabad pointed to the 2019 acquittal of Swami Aseemanand, the main suspect in the 2007 Samjhauta Express blast that killed 43 Pakistani citizens on Indian soil. Further, she pointed to the release of 11 convicts of the Bilkis Bano gang rape during the 2002 Godhra riots in Gujarat case earlier this year. Similarly, she said that during the 26/11 Mumbai attacks trial, India deliberately withheld witnesses and credible evidence from Pakistani courts, despite repeated requests over the last 14 years, only to drag and perpetuate the case to serve its sinister political agenda. “India’s involvement in inciting terrorism inside Pakistan is widely established and documented,” the spokesperson said, adding that in November 2020, Pakistan had released a comprehensive dossier providing evidence of India’s involvement in subversive activities in Pakistan. “The convicted, serving Indian Naval commander Kulbhushan Yadav is undeniable proof of India’s direct involvement in sabotage and terror.” Indian links to TTP and other elements inimical to Pakistan inside Afghanistan are also well known, Islamabad said. Pakistan urged the international community to hold India accountable for its actions in IIOJK, its patronage of terrorist entities and for fomenting terror in neighboring countries.

This is how new army chief is appointed in Pakistan

Pakistan’s politics during the past few weeks seems convergent on one issue: appointment of new chief of army staff (COAS) as the government is expected to announce the name next week. Outgoing COAS Qamar Javed Bajwa to retire on November 29. Procedure * According to Clause 3 of Article 243 of the Constitution, the president will appoint the heads of the three-armed forces and the chairman of the joint chief of staff committee on the advice of the prime minister of the country. * As per the procedure mentioned in the Constitution, the Prime Minister Office (PMO) writes a letter and requests a summary from the ministry of defence. * The ministry seeks names of the most senior generals from the outgoing army chief. * Following this, the COAS sends a list comprising names to the premier. * As per the rules of business, for any government appointment, if one post is vacant, three names are sent and if two appointments are to be made, five names are sent. However, currently, two posts including the COAS and chairman of joint chiefs of staff committee get vacant. Hence, the outgoing army chief is expected to refer five names to the prime minister via defence ministry. For two of these key positions, the prime minister will promote two lieutenant generals to generals, and he will send a recommendation to the president to appoint them as army chief and chairman joint chiefs of staff committee. * After the approval of the president, the notification of the appointment of the new army chief and the chairman joint chiefs of staff committee will be issued. Seniority, qualification of officers According to military experts, along with the list of names sent to the prime minister, each officer has a service file which mentions his past service. The seniority of an officer is determined from the date of his commission and that date determines his seniority for life. The army chief has to send a list of five eligible candidates in order of seniority, but traditionally, a Lt. General appointed to the post of the COAS belongs to the fighting corps and have served in a corps for at least a year.

Trump’s Twitter account reappears after Musk poll

Donald Trump’s Twitter account was reinstated Saturday after the platform’s new owner Elon Musk ran a poll in which a narrow majority of voters supported the move, days after the former US president announced another White House bid. Trump was banned from the platform early last year for his role in the January 6 attack on the US Capitol by a mob of his supporters seeking to overturn the results of the 2020 election. “The people have spoken. Trump will be reinstated,” Musk tweeted, shortly after the 24-hour poll ended. “Vox Populi, Vox Dei,” he added, repeating a Latin adage he posted Friday meaning “the voice of the people is the voice of God.” More than 15 million people – out of 237 million daily Twitter users – voted on whether to reinstate the controversial profile, with 51.8 percent in favor and 48.2 percent against. Trump, who had more than 88 million users when his account was suspended, reveled in using Twitter as a mouthpiece during his presidency, posting policy announcements, attacking political rivals and communicating with supporters. Musk’s poll asked for a simple “yes” or “no” response to the statement “Reinstate former President Trump,” which the billionaire Twitter boss posted Friday. “Fascinating to watch Twitter Trump poll!” Musk mused Saturday morning in a blast of tweets from the controversial and hard-charging new owner of the one-to-many messaging platform. He has posed similar polls in the past, asking followers last year if he should sell stock in his electric car company Tesla. Following that poll, he sold more than $1 billion in shares. ‘I have Truth Social’ Trump said Saturday he would not return to the popular platform but instead remain on his own network, Truth Social, launched after he was banned from Twitter. Appearing via video at a gathering of the Republican Jewish Coalition in Las Vegas, Trump said he welcomed the poll and was a fan of Musk, but appeared to reject any return. “He did put up a poll and it was very overwhelming… but I have something called… Truth Social.” As to whether he would return to the platform, he said: “I don’t see it because I don’t see any reason for it.” Trump had not posted to Twitter by late Saturday, though he did share a series of unrelated messages on his Truth Social account, including opinion articles criticizing the US Justice Department’s appointment of a special counsel this week to investigate his role in the Capitol attack.  But several of his political allies were highlighting his return. “Welcome back, @realdonaldtrump!” tweeted House Republican Paul Gosar. Prominent Trump-backer Congresswoman Marjorie Taylor Greene, whose personal account is also suspended, re-tweeted several of his previous posts from her official government account, including some tweets that were still marked with fact-checking badges refuting his claims about 2020 election fraud.  “Anyone who thinks President Trump isn’t going to win the 2024 primary is fooling themselves,” she tweeted. Anti-Trump Republican Liz Cheney, co-chair of the congressional committee investigating the Capitol attack who lost her re-election bid, responded to the news by directing Twitter users to a link with a video of one of the committee’s hearings. “With Trump back on Twitter, it’s a good time to watch this Jan 6 hearing,” she tweeted.  “It covers each of Trump’s tweets that day, including those that have been deleted, and features multiple Trump WH staff describing his inexcusable conduct during the violence.” Musk has reinstated other banned accounts, including that of comedian Kathy Griffin, which had been taken down after she impersonated him on the site. Twitter chaos Musk, also the CEO of Tesla and SpaceX, has come under fire for radical changes at California-based Twitter, which he bought less than a month ago for $44 billion. Since then, he has fired half of Twitter’s 7,500 staff and scrapped a work-from-home policy, all while his attempts to overhaul the company faced backlash and delays. Hundreds of employees quit rather than yield to Musk’s demands that they resign themselves to working long, grueling days at the new Twitter. His stumbling attempts to revamp user verification with a controversial subscription service led to a slew of fake accounts and pranks, and prompted major advertisers to step away from the platform.

World Bank to send Pakistan’s objections on Kishenganga, Ratle Hydroelectric project to arbiter

The World Bank will hand over on Monday documents and designs relating to the Kishenganga and Ratle Hydroelectric power projects being built by India to the Court of Arbitration (COA) and neutral experts. In this regards, a Pakistani delegation consisting of the Water Resources secretary , the Indus Water Commissioner and other relevant experts are expected to depart for Washington today. The Indian delegation will also be present for the handover of documents, design and objections. In 2016, Pakistan had approached the World Bank with objections over the design of the two run-of-river dams being built by India. Islamabad had contended that once completed per current designs the dams would significantly impact the downstream flow of water in Pakistani rivers. The process took around five years, but the World Bank has finally decided to hand over documents to the COA in October 2021 where India has proposed to solve the matter through mutual consensus. But Pakistan rejected the proposal due to the poor track record of India. It is pertinent to mention here that India plans to build a 330 Megawatts (MW) Kishenganga Dam on the Jhelum River with a capacity to store 0.7 million cubic meters of water. The other project, dual purpose Ratle dam and hydroelectric project having potential to generate 850 MW of electricity is being constructed on the River Chenab. This dam has a potential to store 1.4 million cubic meters of water. However, Pakistan raised objection on this matter that water storage capacity of these dams must not be more than 100,000 cubic meters as the designs of dams will impact the flow of water in rivers of Pakistan.

Tit for tat?: Punjab ACU arrests son of PML-N senator over illegally constructed plaza

The Punjab Anti-corruption Unit (ACU) on Friday arrested Osama Abdul Kareem, the son of Pakistan Muslim League-Nawaz (PLM-N) Senator Hafiz Abdul Kareem, in Dera Ghazi Khan on Friday for the alleged illegal construction of a shopping plaza over land reserved for a mosque. The ACU said that action was been taken after a corruption case was registered against the senator’s son. Further actions against Osama are expected to be taken under different charges once a formal charge sheet is presented in the anti-corruption court after investigations are completed. Meanwhile, PML-N leaders say that Osama’s arrest was another act of political victimization, adding that already there is another case pertaining to the plaza pending in the high court. Friday’s action could be a tit-for-tat action for the FIR registered against Pakistan Tehreek-e-Insaf (PTI) MPA and Leader of the Opposition in Sindh Assembly Haleem Adil Sheikh and attempts by the Sindh police to arrest him the night before in Karachi.

SC sends notice to Imran, others as ECP seeks merger of cases against it

Supreme Court on Tuesday issued notices to Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan, and other party leaders including Asad Umar and Fawad Chaudhry on a petition filed by the electoral body. A three-member bench of SC comprising Chief Justice of Pakistan (CJP) Justice Umar Ata Bandial, Justice Ayesha A Malik, and Justice Athar Minallah heard the case on the petition of the Election Commission of Pakistan (ECP) seeking merger of all cases filed by PTI leaders against the body in different high courts after the leaders were served contempt notices. During the proceeding, the bench remarked that the commission requested to transfer the cases pending in different high courts, contending whether it would prepare for local and general elections or fight cases in different courts. CJP said the commission also presented a judicial precedent of merging cases with the order of the SC. The commission is referencing Article 186A of the Constitution for the purpose, he added. “Was there an example of a Supreme Court verdict to merge cases of different high courts?” he questioned. The ECP counsel responded that the apex court ordered the consolidation of income tax cases pending in various high courts in 1999. Over this, CJP said that clubbing of cases pending in different high courts must have the same point of law. He asked who were the petitioners in contempt cases in the high courts. The counsel replied that Imran Khan, Fawad Chaudhry and Asad Umar had filed cases against the ECP in the different high courts. Justice Ayesha said that the Supreme Court in PEMRA cases had declared that the cases pending in high courts would not be clubbed. Justice Minallah said that the Supreme Court had clubbed all the cases of the high courts in Hajj assistants case. The ECP counsel argued that cases of the same nature would have conflicting judgments in different high courts. Justice Ayesha said that the apex court would decide when the conflicting decisions were challenged before it. CJP asked under which constitutional authority did the Supreme Court order clubbing of cases pending in the different high courts? The counsel replied that the injunctions of the high courts in the ECP contempt case had also been challenged in the top court. The bench directed to fix ECP petitions against the injunction of the high courts with this case. Subsequently, the hearing of the case was adjourned for two weeks. . ECP’s petition against PTI leaders The ECP maintained in its petition that it had issued contempt notices to Imran Khan as well as other party leaders including Asad Umar, Fawad Chaudhry in the months of August and September. However, these notices were challenged in high courts. The ECP noted that under Section 10 of the Election Act, 2017, it had the authority to initiate contempt proceedings being a constitutional body. The commission further stated that Imran and Fawad had challenged the contempt notices before the Lahore High Court’s Rawalpindi bench while Asad Umar had challenged it before the Sindh High Court. Another one was challenged before the Islamabad High Court.

Imran expresses desire to restore ties with US

Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan—who had for months accused America of fomenting a conspiracy to oust him from power — has in a recent interview suggested a departure from his usual refrain, and expressed a desire to restore his relations with Washington despite accusing it of treating Islamabad as a “slave”. In an interview with the Financial Times following an assassination attempt last month, Imran said he will no longer “blame” the US and wants a “dignified” relationship if re-elected. “As far as I’m concerned it’s over, it’s behind me,” he said of the alleged conspiracy, which both Shehbaz and the US had denied. “The Pakistan I want to lead must have good relationships with everyone, especially the United States. “Our relationship with the US has been as of a master-servant relationship, or a master-slave relationship, and we’ve been used like a hired gun. But for that, I blame my own government more than the US.” Imran Khan criticizes IMF program The ousted prime minister criticized Pakistan’s International Monetary Fund (IMF) program, first started under his government in 2019 but revived by Sharif, for pushing austerity measures such as subsidy-free fuel and power prices and sprialing inflation. “When you contract the economy, and some of the IMF measures make your economy shrink, how are you supposed to pay off your loans, because your loans keep increasing?” he said. “Consumption has crashed . . . So my question is: How are we going to pay our debts? We are certainly going to head towards default.” Early elections were the only way to restore political stability The former prime minister argued that early elections were the only way to restore political stability. He did not outline specific plans for the economy if in office but warned “it could be beyond anyone” if elections are not held soon. Despite his popularity, Khan’s path to office faces several obstacles including legal cases that could stop him from running.

FIR sans Imran’s version shows absence of rule of law: Qureshi

Pakistan Tehreek-e-Insaf (PTI) senior leader Shah Mahmood Qureshi on Tuesday said that the first information report (FIR) of Wazirabad attack without inclusion of Imran Khan’s version showed absence of rule of law in Pakistan. Talking to the media in Gujrat from where he will lead PTI’s rolling long march, he said that PTI’s lawyer Zubair Niazi sought justice from a lower court to seek justice on the FIR matter. He claimed that Wazirabad Police SHO refused to register FIR having plaintiff’s version. Qureshi said that the lower court has sought answer from the police by Monday while expressing hope that they would be served justice. He says differences between the judicial system of Britain and Pakistan have been proved. The ex-minister reiterated Imran Khan’s stance that only socities with rule of law survive. He noted that a British court has rejected Prime Minister (PM) Shehbaz Sharif’s request for an indefinite adjournment in the Daily Mail defamation case. PM Shehbaz has been ordered to submit his response in the case by December 13, he added. Suspect arrested after Wazirabad attack part of coverup, claims Imran

The former prime minister and Pakistan Tehreek-e-Insaf (PTI) Imran Khan on Thursday formally resumed his march from Wazirabad, where an attempt was made to assassinate him last week. Addressing the gathered crowd via video link from his Lahore mansion, Imran said that they will now not stop and instead gain further momentum in their march. Talking about the attack, he said that he had received information about the attack two months before it took place and that he had informed the public about it in at least two of his public addresses. On the suspect’s apprehension, Imran said that it was apparent to everyone that he was part of the coverup since immediately after his video came out, it was being propagated that the attacker worked alone and that he was allegedly motivated due to religious extremism. “The way he was talking it was apparent he was repeating like a parrot what he had been taught,” Imran said. He added that the retrieval of different types of ammunition fired and the different directions from which gunfire came proved that despite the suspect’s claims of acting alone were false. Condoling the family of Moazzam Gondal, who had lost his life when tackling the gunman, Imran said that the scenes where his children are trying to revive him unsuccessfully were heart-wrenching and that the responsibility of raising his children will be the party’s. Imran added that their march would not stop and would only go from strength to strength. Reiterating that rule of law was critical to the prosperity of the country, Imran said that establishing law and justice was always his priority. “If they think that there is the law of the jungle and the country still prospers, then they are living in a dream,” Imran said. Targeting the two senior military officers, Imran hinted at the identity of the second officer. He further alleged that ever since the two officers were posted in the federal capital, they had been utilizing tactics similar to the ones used to intimidate terrorist groups. “I know what their background is. In Balochistan, they said that they had tackled terrorists,” Imran said, adding that the way these two officers tackle things, terrorism will only increase, not decrease. Imran further disclosed that he knew who was responsible when senior journalist and anchorperson Arshad Sharif used to say he was being threatened. “Ever since this senior military officer has come, journalists, social media, TV channels have been threatened not to project Imran Khan,” he claimed, adding that they were being treated as if they were terrorists. Imran continued that despite being the leader of the country’s largest political party and a former prime minister, he has been unable to register the FIR of the attack on him. He claimed that the FIR couldn’t be registered just because he named an officer. “Is this a man to whom Pakistani law does not apply?” he asked. In the statement of Inter-Services Public Relations (ISPR) on defamation of the institution, Imran said that the military would stand defamed if it did not take action. He demanded that the Chief Justice of Pakistan take notice of the entire incident. Moreover, the party altered yet again their long march plan and have directed individual convoys to stage demonstrations in their respective cities and to head towards Rawalpindi.

IHC dismisses petitions seeking disqualification of Asif Ali Zardari, Fawad Chaudhry

The Islamabad High Court (IHC) on Thursday dismissed petitions seeking thee disqualification of former president Asif Ali Zardari and Pakistan Tehreek-e-Insaf (PTI) leader Fawad Chaudhry from the parliament. This was directed in a detailed written order issued by IHC Chief Justice Athar Minallah while deciding petitions filed for the disqualification of the two parliamentarians by political rivals. Justice Minallah took the opportunity to remind how the standard being imposed for elected representatives was not applicable to others who enjoy positions of immense power over the public/ “As a judge, I do not claim supremacy over the elected representatives. The high standard of honest and truthful does not exist for any office holder other than the elected representatives,” he said in his judgment. He even pointed to the unelected rulers and how they were never subject to the same level of scrutiny even though they ruled the country for around half of its life. “This measure is not even for the unelected people under whose government half the life of this country has passed,” the judge said. Justice Minallah further said that disqualification under Article 62(1)(f) has implications for the accused beyond just being ejected from the parliament. “Disqualification under Article 62 (1)(f) has profound implications. The Parliament can form its own mechanism of self-accountability for the elected representatives,” he mentioned. Fawad Chaudhry and Asif Ali Zardari were not convicted by any court. Disqualification of both the public representatives has been sought on disputed facts, he said. “Determining the disputed facts requires investigation. Political opponents of both the representatives will benefit during the investigation,” he remarked. “If both are declared eligible after the investigation, there will be no compensation for them for the damage they suffered,” he added. “The courts’ involvement in such investigations undermines public confidence in the elected representatives,” the ruling said. “The courts getting into these matters also waste the time of the ordinary litigants,” it added.

Disagreements should be expressed peacefully: US State Dept

The US on Tuesday reacted to the ongoing tense situation in Pakistan where PTI supporters have all but laid siege to Islamabad and has suggested that all parties should have the freedom to express disagreements but must do so peacefully. Asked during his daily press briefing about the protests and attack on Imran Khan, US State Department Spokesperson Ned Price initially reiterated the statement issued last week by US Secretary of State Anthony Blinken. “We strongly condemn the shooting,” he said, adding, “We continue to strongly condemn the shooting of Imran Khan.” He expressed Washington’s hope for a quick and thorough recovery of all who were injured, including Imran Khan. We’re concerned about these reports of violence,” he said and called on all parties to refrain from violence, harassment, intimidation and to respect the rule of law. “We are deeply committed to a democratic and peaceful Pakistan, and we stand with the people of Pakistan.” Asked if he had a message of calm to offer, Price said they remain concerned about what happened in Pakistan in recent days and that all parties should never resort to violence. “They should express their disagreements peacefully, using – employing universal rights – freedom of expression, freedom of assembly – but violence is never the answer.” He continued that they are deeply committed to Pakistan, which has a long history of democratic identity. We stand with the people of Pakistan. On the reported curbs on freedom of expression in Pakistan, Price responded by saying Washington routinely raises concerns about press freedom to all stakeholders around the world. “We do that as a matter of course in Pakistan. We’ll continue to have those conversations with Pakistani authorities,” he said. “A free press, informed citizenry – they’re key for any nation and its democratic future. It’s key in Pakistan; it’s key around the world,” he added.

Completion of seventh census delayed by almost four months: sources

The seventh census of Pakistan will not be completed in due time and likely to face a delay of up to four months due to devastating floods in the country, sources said. The field work for enumeration of the populace will now be completed next year in March instead of November 15 this year. The seventh census in Pakistan was scheduled to be held from October 15 to November 15 this year. But according to the sources, the devastating flood situation in the country is causing impediments in timely completion of the process. According to a report, the field work for the census which was earlier scheduled to be completed this year by November 15 will now be completed between February 1 to March 4, 2023. Meanwhile, it has also been declared impossible to train 0.12 million field staff at the tehsil levels till December 2022. Federal Minister for Planning and Development Ahsan Iqbal has taken strong exception to the delay and said that it would not be tolerated. The new census is a precursor for new delimitations in the country before next general elections to be held in 2023. Earlier in the beginning of year, then-federal minister for planning and special initiatives Asad Umar said that Pakistan Army would not have a direct role in the seventh census. “Latest technology will be used in collecting the information which will make the process fast, accurate and easy,” Umar said. He pointed out that a population census should be held after every 10 years but Pakistan had seen delays of up to two decades which lead to controversies and accusations. The former government had allocated Rs25 billion for the enumeration of population which was expected to be completed by December 2022.
